the following: DEP regulations, Quality Control regulations, procurement

Developed and administrated budget for up to $4 million

Achievements & Responsibilities:
As Commanding Officer (Master), supervised overall operation
of vessel and crew. Saved the lives of over 10 people and more than $80
million in assets.
As Executive Officer, supervised a crew of 30+, including
an administration officer and supply officer. Developed and administered
annual budget of over $400,000
At Martha's Vineyard, designed and implemented a new
barracks building as well as additional storage facilities in the boathouse.
Heavily involved with local community as the only federal agency on the
Island. Designed a pollution contingency plan that was adopted as a guideline
for similar programs New England-wide.
As Senior Instructor, structured entire new program and
faculty in this newly created position. Expanded faculty from 8 to 18 and
documented training materials.
At Cape Cod Canal, improved performance rating of station
from unsatisfactory to outstanding within six months.
In other assignments, commanded up to 50 crew members,
served as Master of six vessels, and developed / monitored budgets of $2
million. Saved more than 50 lives and over $800 million assets.
Achieved Coast Guard Commendation Medal with device thrice,
and the Coast Guard Unit Commendation.
Served in various capacities including Vessel Master,
Supply Officer, Port Operations Officer, Traffic Management Officer, transportation
Officer, Port Operations Officer, Harbormaster, and Maintenance Officer
among others.
Stationed in locations in the United States, Germany,
Spain, and Vietnam.
As Vessel Master, served on Coastal freighters (to 20,000
ton), Tugs (100'), and LCU's
As Supply Officer and Contracting Officer, in charge
of procurement, management, stock control, contract writing, budgeting
and supervision of 200+ personnel.
Functioned as Harbor Pilot at Can Rahn Bay Vietnam and
in Saigon Vietnam as Contracting Officer for all U.S. Army contracted vessels
in Vietnam.
In Spain directly supervised 50 Spanish Nationals and
10 military personnel as well as 50+ "stevedore gangs". Achieved Army Commendation
Medal for computerizing all stowage plans as well as changed from piece
cargo to containerized, greatly reducing loss rate.
Achieved the Bronze Star, Unit Commendation Medals, and
Presidential Unit Commendation Citation.
Promoted quickly through ranks of Seaman, Able-bodied Seaman, Boatswain and Assistant Engineer to Second Mate.
